Volunteer trustees appointed by the Douglas County Commissioners adopt and oversee the budget, policies, and planning, as well as the library director's hiring and evaluation.

2024 Budget News:

On January 9, 2024, the Douglas County Libraries Board of Trustees approved the library's 2024 budget with an estimated taxpayer savings of $5 million. This budget approval will help sustain library services and the quality that our community expects, while temporarily lowering the library's tax levy this year. Read More...

Terry R. Nolan

Terry R. Nolan

Appointed in January 2021. Terry Nolan served our country in the U.S. Navy for 26 years, including a combat stint in Vietnam, and achieved the rank of captain. Following his Navy career, Terry served as general manager of the Highlands Ranch Metro District for more than 24 years, where he worked for the organization’s elected board of directors, led Metro District staff, and was responsible for managing many community services provided by the organization.

Jessica Kallweit

Appointed in January 2022. Jessica Kallweit has been a Douglas County resident for over 12 years. She has worked in the legal industry for nearly 10 years, currently as a domestic relations paralegal, with experience in criminal law and litigation. Previously, Jessica worked with the Colorado Attorney General at the 18th Judicial District Attorney's Office and as an adjunct professor at Arapahoe Community College. She also owns a freelance paralegal business. She is married with a blended family of seven children.

Suzanne Burkholder

Appointed in January 2020. Suzanne Burkholder has a background in business and community engagement. She is currently a professional mediator in conflict and dispute resolution and previously worked for a premium television/video programmer. She volunteers for the City of Lone Tree’s Teen Court, utilizing restorative justice and diversion principles and repairing harm. Suzanne is a parent of three, all educated in Douglas County schools. She’s been a Douglas County resident for 29 years and lives in Lone Tree with her husband.

Meghann Silverthorn

Appointed in February 2019. Meghann Silverthorn has a diverse background in public and civil service. She worked as an aerospace engineer and analyst for the Department of Defense for more than 10 years. She also served as an elected member of the Douglas County School District Board of Education for eight years, including two years as its president.

Rick LaPointe

Rick LaPointe
District II, Term Expires 12/31/2024
Appointed in January 2022. Rick LaPointe has worked in strategic, operational and consulting roles in the tech industry for more than 20 years, including at Facebook, Slack, Cisco and Raytheon. He has an MBA from the MIT Sloan School of Management and was an elected official in his city of birth in Massachusetts as an undergraduate in college. Rick is married with a young daughter who loves going to Douglas County Libraries.

Zach McKinney

Zach McKinney
At-Large, Term Expires 12/31/2025
Appointed in January 2023. Zach McKinney has a background in international relations, French, and political science. Now working in corporate software development, he has a passion for the intersection of technology and literacy. Zach and his spouse and two young children all relish going to Douglas County Libraries (and hate leaving). He lives in Highlands Ranch, and when not reading can be found running or biking in the backcountry.

Ted Vail

Appointed in January 2023. Ted Vail owns a Colorado-based manufacturing and distribution business and has also run businesses internationally. He’s passionate about businesses of all types and making a positive impact on the lives of those touched by the goods and services provided. Ted is tech-savvy and embraces web-based technologies for strategic goals. He has an MBA in Finance from the University of Denver. Ted and his family live in Highlands Ranch and love checking out materials from the library.
